Laurel Mayor Craig A. Moe has announced that Halloween “Trick or Treat” activities in the City of Laurel will occur on Saturday, October 31, 2015, from 6:00 to 8:00pm.
In order for all children to be safe, Mayor Moe requests that parents make sure their children have costumes that are flame resistant, will reflect light and be visible in the low-light conditions of the early evening hours. City Officials ask that everyone be on the alert for Trick-or-Treaters as they drive through their neighborhoods.
Laurel Police Chief Richard McLaughlin advises residents to leave their porch lights on if they wish to receive Trick-or-Treaters and the Laurel Police will have extra patrols out on the street during Trick or Treating that evening.

2016 Budget Meeting and Election of Officers

The Board of Directors has posted a proposed 2016 budget on the Association's website. If you would like a paper copy, please contact Harford Property Services at 410-939-1500. The budget will be distributed and discussed at the annual member meeting on October 22, 2015. All members who attend the annual member meeting and who desire to speak on the proposed budget may do so.
The Board will consider the budget for adoption at the November 19, 2015 Board meeting. Following the adoption of the 2016 budget, the Board of Directors will elect officers. Anyone who would wish to be considered for an officer position should plan to attend the November 19, 2015 meeting. The November 19, 2015 meeting will be held at the First Baptist Church of Laurel at 7:00 p.m.
All homeowners are encouraged to attend.

Annual Member Meeting and Board Election

PIZZA AND SODA WILL BE SERVED AT THE MEETING
The purpose of the annual member meeting is to hold an election for the position on the Board of Directors that is filled by Mr. McFarland, whose term expires this year. Enclosed is a candidate nomination form. If you would like to nominate yourself or someone else for a Board position, please complete a candidate nomination form and mail to Harford Property Services at P.O. Box 345, Aberdeen, MD, 21001, or fax to 866-724-5497 by October 19, 2015. All other nominations will be taken from the floor. Interested candidates are asked to be present at the meeting and be prepared to speak for a couple of minutes about why you would like to serve on the Board.
You should have received a draft of a proposed amendment to the Declaration of Covenants, Conditions, and Restrictions regarding leasing of homes and/or rooms in the community. Homeowners are encouraged to submit alternative amendments or suggestions. Please be advised that a majority of all homeowner lots are required to cast affirmative votes for the any amendment to the Covenants to be adopted.
Section 4.6 of the Association's bylaws requires 30% of the members to attend this meeting (or submit a proxy) for any business to be conducted. If a quorum is not present at the annual meeting, the meeting may be adjourned and reconvene at an additional time at least 15 days after the date of the originally scheduled meeting. If necessary, the reconvened annual meeting will be held immediately before the Board of Directors' meeting on November 19, 2015 at 7:00 p.m. At the reconvened meeting, the members present in person or by proxy will constitute a quorum in accordance with Md. Corp. and Assoc. Code § 5-206 and Section 4.7 of the bylaws of the Association, and the members present may take any action that could have been taken at the original meeting had a quorum been present.
The Association will incur additional costs if it is necessary to hold a reconvened meeting. Accordingly, we strongly encourage you to attend this important meeting. If you cannot attend, please complete the attached proxy form and provide it to another resident who will attend the meeting.

The Board of Directors and the Social Committee would like to invite residents to come out and join their neighbors for some summer fun. A series of movies will be screened on a large outdoor screen, and all residents are invited to attend and enjoy free popcorn. Bring a lawn chair, blanket, or towel, sit back and enjoy. On July 19, the neighborhood is enocuraged to cook out and meet the neighbors. We look forward to seeing you all there.

FREE PIZZA AND SOFT DRINKS WILL BE AVAILABLE.
The Board of Directors will hold a meeting on Thursday, February 26, 2015, at 7:00 PM to discuss potential changes to the Association's Declaration of Covenants, Conditions, and Restrictions. In recent months, the Board has become aware that a number of homeowners are renting out one or more bedrooms in their homes in violation of the Covenants and in some cases, Laurel City Ordinances. The Board requests that homeowners attend the meeting to provide feedback on this issue and discuss potential solutions.
In addition, the Board will discuss the transition from Tidewater Property Management to Harford Property Services. The Board will also discuss the general business and affairs of the Association and consider any pending applications for exterior alteration. The Board also intends to solicit suggestions for a spring social event, such as another community movie night. If you would like for your application to be considered at the meeting, please submit it to Tidewater Property Management no later than February 19, 2015.

Nominations for the open Board of Directors seat will be taken from the floor at the meeting. Please plan to attend if you intend to stand for election.
No amendments to the Declaration of Covenants, Conditions, and Restrictions were submitted for consideration at the annual meeting. Please be advised that a majority of all homeowner lots are required to cast affirmative votes for the any amendment to the Covenants to be adopted.

We will be having a social gathering this month though! On Friday, September 26, we will be having a Community Movie Night. We will have a double feature starting right around sunset.
The first movie will start at 7:30 pm and is the ever-popular Frozen (PG).

The second movie will start at 9:30 pm and is the comedy Ride Along (PG-13).

Bring a blanket or lawn chair to the community space along Cherry Lane. We'll supply the popcorn!

Due to a lack of response from residents, we have cancelled the community picnic that was scheduled for this Saturday, September 13, 2014. This event has been a good time in the past, but the small number of RSVPs has made it cost prohibitive this year. We hope to bring back the picnic next year if more residents are interested in attending.
